Families ripped off as fake JAMB forms circulate in Imo

ON FEBRUARY 2, 20172:01 AMIN NEWSCOMMENTS By Chidi Nkwopara OWERRI—

Several families have reportedly been fleeced of huge sum of money by suspected fraudsters, as sale of fake 2017 Joint Admissions and Matriculation Board, JAMB, registration forms gain currency in Imo State.

Confirming the development, yesterday, in Owerri, Chairman, Computer Based Test Centre Proprietors Association of Nigeria, CPAN, Chidiebere Egboh, said: “Fraudsters who run unauthorized business outfits in the state are defrauding unsuspecting members of the public of huge sums of money.

“We have observed with utter dismay, the illegal activities of unaccredited business houses defrauding unsuspecting members of the public of huge sum of money by selling fake 2017 JAMB registration forms, providing special centres for purposes of cheating in the examination and purporting to have registered them for the 2018 JAMB University and Tertiary Education Examinations.”

He also revealed that these fraudsters are playing a fast one and have extorted over N15,000 each from thousands of prospective JAMB candidates, adding that the fraudsters have offered to allocate candidates to their special centres.

Confirming that development also, Chief Larry Osuagwu, said apart from the centres in the tertiary institutions, there are 11 accredited private CBT centres in Imo State.

While urging parents to consult JAMB website to access the approved centres, Osuagwu, however, advised those who have made payments to the fraudsters, to go back and ask for a refund.

JAMB begins sale of 2017 UTME forms March 20

The Joint Admission and Matriculations Board (JAMB) says it will begin the sale of the 2017 Unified Tertiary Matriculation Examination (UTME) forms on March 20.
Dr Fabian Benjamin, JAMB’s Head of Public Relations made this known in an interview with the News Agency of Nigeria (NAN) on Monday in Bwari.
Benjamin said the date was fixed following an agreement that was reached on the harmonization of the examination timetable at a meeting with other exam bodies on Jan. 24.
“We will begin the sale of the admission forms on March 20, while UTME is scheduled to hold in May.
“We are ready to commence the sales of the 2017/2018 admission forms for UTME and Direct Entry forms on the said date,’’ he said.
JAMB recently emphasized that it would organise an optional mock examination before the 2017 UTME.
Based on information published on its Twitter handle @JAMBHQ, the date of the Mock examination will soon be announced.
According to the board, the purpose of the mock examination is to allow candidates “FEEL’’ what the main examination will be like.
The board, however, said the mock examination would be “completely optional’’ as it would not be a pre-requirement for writing the actual UTME.
It added that candidates can choose to either take the mock examination or not.
The board also disclosed that Interswitch Payment on the e-Facility portal has been temporarily disabled and that the list of its accredited centres soon be announced.

UTME Registration: Cyber Café Owners Want Senate

BY CEJ CHIKA EKEMAR 09, 2017

To Investigate New JAMB Policy
In a letter addressed to the Chairman of the Senate Committee on Ethics, Code of Conduct and Public Petitions, AESCCO described the policy, announced by JAMB on its website, as constituting discrimination against cyber cafés run by small and medium scale owners in favour of JAMB-accredited CBT centres owned by big-time businessmen.

THE ASSOCIATION OF EDUCATIONAL SERVICES AND CYBER CAFÉ OPERATORS (AESCCO) HAS WRITTEN TO THE SENATE IN PROTEST OF THE RECENT RESTRICTION OF APPLICANTS' REGISTRATION FOR THE UNIFIED TERTIARY MATRICULATION EXAMINATION (UTME) BY THE JOINT ADMISSIONS AND MATRICULATION BOARD (JAMB) TO ONLY COMPUTER BASED TEST (CBT) CENTRES APPROVED BY THE BOARD.IN A LETTER ADDRESSED TO THE CHAIRMAN OF THE SENATE COMMITTEE ON ETHICS, CODE OF CONDUCT AND PUBLIC PETITIONS, AESCCO DESCRIBED THE POLICY, ANNOUNCED BY JAMB ON ITS WEBSITE,

AS CONSTITUTING DISCRIMINATION AGAINST CYBER CAFÉS RUN BY SMALL AND MEDIUM SCALE OWNERS IN FAVOUR OF JAMB-ACCREDITED CBT CENTRES OWNED BY BIG-TIME BUSINESSMEN.  DATED 6 MARCH AND SIGNED MR. FEMI ABORISADE, LAWYER TO AESCCO, THE LETTER STATED THAT THOUGH THE ASSOCIATION AGREES WITH THE POLICY’S UNDERLYING PRINCIPLE OF ESTABLISHING STANDARDS FOR UTME VENUES, IT DISAGREES WITH JAMB 'S DESIRE TO COMMODIFY THE PROCESS BY HANDING A HUGE ADVANTAGE TO WEALTHY OWNERS OF JAMB-ACCREDITED CBT CENTRES. THE ASSOCIATION SAID ITS DISAGREEMENT WITH THE NEW POLICY STEMS FROM ITS EXCLUSIONARY NATURE.

“UTME applicants should be allowed to register for the examination from their individual computer units and/or those owned by their parents and guardians rather than be compelled to patronize CBT centres. Where some individual applicants do not have their own computer units, such applicants should be allowed to exercise the freedom to patronize either a CBT centre or the cyber cafés,” said AESCCO.
The group explained that this will ensure that everybody involved in the process, regardless of economic status, is treated equally.
While conceding that small scale cyber café owners may be involved in examination-related fraud, AESCCO argued that owners of big CBT centres are not exactly free of such dubious tendencies.
“In other words, the tendency to compromise systems exists in all areas of businesses, regardless of scale and status of their proprietors. The challenge for JAMB is to establish strong control and security safeguards to monitor, identify and punish all fraudulent acts, wherever established, whether by a CBT centre or a cyber café,” it contended.
AESCCO further argued that aside from being discriminatory, the exclusion of cyber cafés, which were initially accredited by JAMB in preference to CBT centres, is unconstitutional.
AESCCO  observed that if the new policy excluding its members from the registration process is implemented, it will lead to chaos in the system. According to the association, the jump in the number of UTME applicants to over one million (as at 2015, according to JAMB figures) will place an enormous strain on the CBT centres except the cyber cafés are there to take away some of the pressure. It wondered why JAMB is seeking to be different from other local and international institutions, which conduct registration online .
“If institutions of learning can conduct online registration for admission by applicants anywhere in the world, without limiting applicants to CBT centres, what is the peculiar difficulty of JAMB? If WAEC and NECO can successfully conduct registration for their examinations online without experiencing duplication and/or swapping of applicants’ data, why should the approach of JAMB be different,” asked AESCCO.
The body said if the new JAMB policy is not rescinded, it will worsen unemployment in the country and increase crime rate, as the children of cyber café operators will drop out of school because their parents would have been forced out business.
Citing an international court ruling, the African Charter on Human People's Rights as well as constitutional provisions, AESCCO said the right to life entails the right to livelihood. The group cited Section 16 (1c) of the 1999 Constitution, which states: “The state shall within the context of the ideals and objectives for which provisions are made in this Constitution that the economic system is not operated in such a manner as to permit the concentration of wealth or the means of production and exchange in the hands of a few individuals or of a group."
AESCCO argued that JAMB 's decision to lean towards the CBT centres constitutes an abridgement of its members' rights as guaranteed by  the constitution and other conventions on human rights. It called on the Senate Committee on Ethics, Code of Conduct and Public Petitions to investigate its members' concerns. If these are found to be valid, AESCCO wants the Senate to take measures, including adopting a resolution to compel JAMB to execute its functions in line with constitutionally guaranteed rights.

What prospective UTME candidates need to know about 2017 JAMB

What prospective UTME candidates need to know about 2017 JAMB

ON MARCH 9, 20178:25 AMIN EDUCATION, NEWSCOMMENTS By Dayo Adesulu/Chika Eke

AS prospective candidates of the Unified Tertiary Matriculation Examination, UTME, eagerly await commencement of  2017 registration, there are many things candidates need to know about the entire process. Candidates across the country should be aware that no fewer than 1.7 million candidates will be jostling for the 2017 UTME where 250 persons are expected to be in an examination hall. In 2016, there were 1,561,443 candidates that registered for the examination. This year about 2,000,000 candidates are expected, as disclosed by JAMB registrar. In this light, examination centres are expected to have hall(s) with 250 functional desktop or laptop computer systems with 25 as backups. Computers must have a minimum of 15 inches screens and must be connected to robust servers with the capacity to carry a minimum of 250 systems concurrently. Owing to space constraints, prospective candidates need to ensure they register early as soon as registration starts this month to avoid being transferred to other states for their  examinations.

JAMB is expected to round off the examination in all the centres within seven days. JAMB logo Computer based test examination All JAMB approved examination centres, according to Oloyede are equipped with examination computers and CCTV cameras to track down any form of examination malpractices within and outside the halls.

Candidates are expected to spend more time to study and adequately prepare for the examination rather than look for leaked questions because cheating in any form will be picked by the CCTV camera while the entire results will be cancelled. Meanwhile, mock UTME is to be conducted for those who are taking the computer based test examinations for the first time, as it will help them have a feel of what the main examination will look like.

According to feelers close to JAMB, exposing candidates to mock UTME was one of the reasons for the delay in sales of the examination forms.

Moreover, if the government enforces the bill passed into law on October 13, 2016, the result candidates get from this year’s examination will be valid for three years and not one year as it was previously. Besides, unlike previous years where the services of cyber cafe owners were employed for the registration of UTME candidates, under the leadership of the new registrar, Professor Ishaq Oloyede, from 2017, only accredited centres by JAMB will be patronised for e-registration. Ahead of 2017 Unified Tertiary Matriculation Examination,

UTME, the Joint Admissions and Matriculation Board, JAMB, has agreed on a harmonised timetable with other examination bodies in the country to have a hitch free examination. The bodies agreed that for the purpose of the 2017 UTME, JAMB will shift its examinations forward to allow students write WAEC, NECO and NABTEB examinations.

Contrary to the insinuation that candidates awaiting results were disqualified from registering for the 2017 UTME, JAMB spokesman, Dr. Fabian Benjamin while speaking with Vanguard said that such candidates can register for the UTME, adding that they must also ensure that their results are ready and uploaded on JAMB and institution’s website before admission.

He said: “They can register, but at the point of admission, if your status is still indicating awaiting results, you will not be recommended for admission. For instance, if you write the exam in May, and in June, your results is on our website, by August when we will be going for our policy technical meeting, your result is there, you will be considered for admission. “As soon as you get your results, you should upload it on our website or the institutions’ website. No recommendations from the institution will be coming to JAMB without the candidate’s results.” On the sales of UTME forms, he said:  “By the grace of God, before the end of this week, the advertisement will be published. Moreover, in the past, when chosing the  four subjects for UTME, some candidates were allowed to make English Language optional, but now, English Language must be included in the four subjects. To be properly registered in the 2017 UTME, the prospective candidates’ ten fingers print must be captured for biometrics and must have created JAMB’s personal profile. In creating the personal profile, candidates must do the following: Visit JAMB official website, go to the login button close to the post registration facility and click on login.

The site will display a new page, click on the created new account button and you will be required to fill in the following details: Name, surname, email address, password and date of birth. After the creation of the account, login to view your created profile.

In the new policy, candidates have the option of choosing two first degree institutions and any two of ND, NCE or IEI. Candidates can also make their choices to include four IEI or three NCE and one ND or degree.

Candidates are required to get their O’Level results ready, because they will required to upload these during registration.

Prospective candidates are enjoined to be wary of those selling JAMB scratch cards, as there will be no sales of scratch cards for registration. Candidates can now have the option of selecting different examination years and examination type when combining their O’Level results.

“JAMB has NOT scrapped Awaiting result for prospective candidates for the forthcoming exam.

The Joint Admission and Matriculation
Board (JAMB), has sought to clarify their
new rule on prospective candidates
awaiting results.

Initial reports seem to suggest that the
examination body had barred candidates
without their Ordinary Level results from
sitting for the UTME exams.
However, JAMB stated on its Twitter page
on Wednesday, that candidates who were
awaiting results must have gotten their
results at the point of admission into their
institution.

The update read: “JAMB has NOT scrapped
Awaiting result for prospective candidates
for the forthcoming exam.

“Candidates with Awaiting results can
apply. But they must have gotten their
results at the point of admission into their
institution.

“If you apply with Awaiting Result at the
point of registration, your result must be
available while u go for screening for
admission.

“JAMB will not deny any Candidate the right
to quality education. Please don’t be
misguided. Part of the press statement was
misunderstood

“That is why during registration those with
results will be uploading their results, while
Awaiting Result candidates will not upload
anything.”

JAMB scraps awaiting result, introduces 4th choice institution

JAMB scraps awaiting result, introduces 4th choice institution The Joint Admissions and Matriculation Board, JAMB, has announced that students awaiting their O’level results will no longer be able to secure admission into higher institutions. In a statement by its spokesperson, JAMB also announced the introduction of fourth choice of higher institution during application by candidates.

The statement reads thus : “In the cause of conducting admission exercise, many institutions have admitted candidates on merit only for them to discover that such candidates do not have qualified O’levels results or the right combination for admission and had to delete and start the process all over again. With this, they would have denied other qualified candidates the opportunities for admissions.

FILE: CANDIDATES WRITING UTME “This we are addressing by ensuring that no candidate is henceforth recommended without his O’levels result being supplied. To achieve this, JAMB will insist that candidates supply their result on its website during registration or later, but before admissions commences for them to be considered for admissions. We believe this will allow only qualified candidates to be considered for admissions. “Candidates and their parents are also to note that the Board has restructured the registration platform to allow for only one choice of Public University.

The new registration platform will now be first choice, second choice, third choice and fourth choice and not most preferred, preferred etc as it was. “Candidates’ first choice can be a College, University, Innovative Enterprises Institutions or Polytechnic/Monotechnic. However, if a candidate makes a Public University his first choice, he will not have any public University to choose for 2nd, 3rd and 4th choice.

He will have on the remaining three choices, a College, a Polytechnic, Private University and IEI’S. However, candidates for the 2017 UTME can now select NCE (College) or ND (Polytechnic/Monotechnic) as their 1st choice up to 3rd choice and the 4th IEI. They can select the IEI (Innovative Enterprise Institution, ND) as their 1st choice up to the 4th choice, but can only pick a public university once. “Again, we want to inform candidates that no cyber café will be registering candidates for our examination.

On no account should any candidate patronize any cybercafé for our registration. It is important to note that the Board will not deploy the use of any scratch card for the 2017 UTME registration exercise.” Read more at: http://www.vanguardngr.com/2017/02/jamb-scraps-awaiting-result-introduces-4th-choice-institution/
